When you sign with a contractor, how do you know you are going to get skilled labor installing your system?

On this page is a letter from the Chief counsel from PA's Dept of Labor and Industry.

The office of labor and Industry has determined the appropriate classification and rate of pay for workers installing Solar Panels on projects that receive State Money (PA Sunshine Rebate). The classification is Electrician. There have been instances where unqualified and under paid personnel have been performing installations. And the work shows it. Prevailing wage is an average of $50.00 in this area. Contractors not paying prevailing wage can be fined and must pay their employees any wages they are owed.

Repeat offends are removed from State lists and cannot perform any State work.
